Historical Timeline of Evaluation Implementation

Licensed Evaluation Pilot

The 2010 Colorado Legislature passed into law Senate Bill 191 (SB10-191). This bill mandates implementation of the Educator Effectiveness evaluation system. This new licensed staff evaluation system must be in place in all school districts for the 2013-2014 school year.

The most significant changes from the current evaluation system in LPS to the new system mandated by SB191 are that:

  • all licensed staff must be evaluated every year
  • 50 percent of the evaluation must be based on teacher/principal effectiveness as defined in the new quality standards, and 50 percent of the evaluation must be based on student academic growth.

In preparation for full implementation in Littleton Public Schools, a needs assessment has been completed, and an advisory council made up of teachers, principals, central office staff, parents, and community members -- the Littleton Council for Educator Effectiveness (LCEE)--began meeting in February 2012.

The LCEE was charged with reviewing the current evaluation system in light of the initiatives required by SB191 and advising the superintendent and the Board of Education as to improvements and changes that will be necessary to meet the intent of the law. The LCEE has reviewed the Colorado model evaluation system as well as other nationally known, research-based evaluation models. 

After this review, the LCEE is recommending that LPS pilot the Colorado model. The Colorado model seems to be a fairly good match with LPS priorities, which are to improve teaching and learning in all of our schools. The Colorado model also meets all of the requirements of SB191. 

The pilot will include all principals, a group of volunteer assistant principals, and a group of volunteer K-12 teachers during the 2012-2013 school year. The purpose of the pilot is to give principals and teachers time to become familiar with the new evaluation process and to identify areas of the new evaluation process that may need refinement before implementing it district-wide. 

It’s important to remember that the 2012-2013 pilot of the Colorado model will ONLY include the teacher/principal professional practice portion, and WILL NOT include the student academic growth component. (The LCEE recommended that the district wait until a framework and a validation process for the student academic growth component have been developed for the Colorado model.)
